that describes teh SWP (stiftung wissenschaft und politik, or german institute for international and security affairs).
the website is fully billingual (german/english) AND user friendly.
when you click on a site, and you want it in the other language. you can just click on the name above (deutsch/english).
this is available on most websites. BUT most websites will direct you back to the homepage if you suddenly decide to switch languages. SWP, however, gives you the other-language version of the page you were already looking at, and does not disturb your reading.
such a small step, but so helpful for users!
